Description
The European Commission, with the help of several consultants and JASPERS, prepared an updated Guide to Cost-Benefit Analysis, that is compulsory for all major projects submitted to ESIF 2014-2020. The CBA guide builds on a vast experience gained in the preparation and appraisal of major projects in the programming period 2007-2013. It aims to provide practical recommendations and case studies for the authorities involved in major projects and for all the consultants preparing the project documentation.
Project details
The Guide takes into account recent developments of international best practice and it has been carried out by Davide Sartori of Centre for Industrial Studies in Milan (supported by other colleagues). The scientific coordination of the Guide was provided by team of experts, involving professors: Massimo Florio (main coordinator), Per-Olov Johansson (Stockholm School of Economics), Susana Mourato (London School of Economics & Political Science), Arnold Picot (Ludwig-Maximilians-Universität, Munich), and Mateu Turró (Universitat Politècnica de Catalunya).
Experts from JASPERS (http://jaspers.eib.org/) have been also closely involved in this process and provided various inputs including sector-specific case studies for the Guide.
This CBA Guide is expanding the regulatory provisions of the Commission Implementing Regulation establishing the methodology to be used in carrying out the Cost-Benefit Analysis that should be adopted in coming weeks.
Launch Event - Guide to Cost-Benefit Analysis of Investment Projects - Albert Borschette Congress Centre, Brussels. The event is an opportunity for sharing information and for discussing approaches with key experts involved in updating the Guide.
